On November 23, 2019, The Seventh Forum of China Chief Legal Officer Summit was held at the Lia Charlton Hotel Shenzhen. Nearly 400 in-house legal counsels participated in the event. The summit was co-hosted by the China Chief Legal Officer Research Institute, CIETAC/CMAC South China Sub-Commission, co-organized by Shenzhen Lawyers Association, CIETAC/CMAC Hong Kong Arbitration Center, Allen&Overy International Lawyers, Beijing East & Concord Partners (Shenzhen) Law Firm, Beijing JunZeJun (Shenzhen) Law Firm and Shenzhen Hartend Intellectual Property Co., Ltd., and supported by the People Rule of Law magazine, the China Rule of Law and Enterprise Research Institute of Southwest University of Political Science and Law and Shenzhen Nanshan District Risk Management Association. After industry leaders’ sharing their ideas for the whole day, the summit successfully came to an end.

The opening ceremony was moderated by Ms. Li Xiaoguang. Jiang Bin, Gu Yan, and Yin Chenggang delivered speeches respectively. Jiang Bin stated that the new era is an era of rule of law in all aspects. Governing enterprises according to law is an indispensable and important part of governing the country according to law. The rule of law economy is also an indispensable and important content of rule of law in China. The corporate legal affairs is also an indispensable and important part of the legal community, and it is also an important object of the Law Society. He hoped to better utilize the advantages of the Law Society’s talent pool, strengthen cooperation with the Chief Legal Officer Research Institute, jointly promote the development of corporate rule of law theory and the improvement of the corporate rule of law system, jointly promote the development of the rule of law economy and the corporate legal service industry, and serve the construction of corporate rule of law together. Gu Yan stressed that, as the most internationally recognized Chinese arbitration institution, CIETAC has settled a large number of international and domestic commercial disputes over the years, shouldered the social responsibility of representing Chinese arbitration in the world, and has been providing professional arbitration services for enterprises to “go global.” CIETAC South China Sub-Commission and CIETAC Hong Kong Arbitration Center have always been deeply involved in advancing the construction of the rule of law environment in the Guangdong-Hong Kong-Macao Greater Bay Area. CIETAC looks forward to working with companies to jointly create a business environment with rule of law, internationalization and convenience. Then followed the signing ceremony of the “Strategic Cooperation Agreement between Guangdong Law Society and China Chief Legal Officer Institute.”

This year’s summit took “Corporate Compliance Governance in the Age of Globalization” as its theme, and aimed at deepening exchanges and cooperation of legal affairs. It provided support for Chinese enterprises to review, design, and optimize the concepts, structures and technologies related to corporate legal management, explored how legal community could play a  role in promoting the construction of Shenzhen’s pioneering demonstration zone, and sought to achieve mutual benefit and shared policies. The summit successfully came to an end. In her closing speech, Ms. Li Xiaoguang stated that the rule of law is the best business environment, and corporate compliance is an inevitable requirement for the establishment of a business environment ruled by law. She hoped that legal professionals and practitioners from all communities could contribute to the compliance operation and dispute resolution of enterprises.
