In the afternoon of November 8, 2022, Wang Chengjie, Vice Chairman and Secretary General of China International Economic and Trade Arbitration Commission (“CIETAC”) was invited to attend the “Study the Implementation of the spirit of the 20th National Congress, the New Step of the Rule of Law in Military Industry” Training and Communication Conference on Policies and Regulations of Science Technology and Industry for National Defence (“ the Conference”) hosted by the State Administration of Science, Technology and Industry for National Defence (“SACTIND”) at Taishan Nuclear Power Plant, and delivered the speech. Pan Aihua, Chief Engineer of the SACTIND, Wang Yong, Secondary Inspector of the Bureau of Lawyers’ Work of the Ministry of Justice, Zhang Jiahao, President of China Enterprises Association of Science Technology and Industry for National Defence and other leading officers attended the meeting and delivered speeches. Qin Jian, Deputy Director of the General Department of SACTIND, moderated the Conference. Around 100 representatives attended the Conference, including relevant departments of SACTIND, officers of local industrial offices in various provinces and cities, and leaders of major military industrial groups including China General Nuclear Power Group, China National Nuclear Corporation, China Aerospace Science and Industry Corporation Limited, Aviation Industry Corporation of China, Ltd., and China State Shipbuilding Corporation Limited.

The Conference is of great significance to the implementation of the national strategy of “civil-military integration” and the promotion of the rule of law in science technology and industry enterprises for national defence. The development of science technology and industry for national defence is not only the solid support for national security and the development of national defence, but also the driven force of economic construction, scientific and technological development. The rule of law must be improved to accelerate the “civil-military integration” of science technology and industry for national defence. It is also the mission to provide quality dispute resolution services to relevant entities. The conference was held during the 14th China International Aviation & Aerospace Exhibition. CIETAC was attending as the only invited dispute resolution institution, which showed the importance that the science technology and industry for national defence sector attached to the development of arbitration and other diversified dispute resolutions, as well as to CIETAC’s dispute resolution services.

In his speech, Secretary General Wang Chengjie shared the case statistics, types of disputes of CIETAC and fields of industry covered in relation to science technology and industry for national defence. He pointed out that with the gradual development of “civil-military integration” and the continuous promotion of the “Belt and road Initiative”, disputes concerning science technology and industry for national defence will increase rapidly and great attention should be devoted to it. Arbitration, as an essential mechanism to the resolution of disputes, is also a crucial part of the construction of the rule of law in the field of science technology and industry for national defence. Secretary General Wang Chengjie further elaborated on the feature of cases involving science technology and industry for national defence: large scale, high investment, long period, extremely professionalism, sensitive issues involved and high-level of internationalization. He noted that arbitration is characterized by respecting party autonomy, adopting expertise adjudication, being final, efficient and convenience, internationally enforceable, and confidential, making it well suited for the resolution of disputes concerning the science technology and industry for national defence. CIETAC has established the advanced arbitration rules for commercial arbitration, a professional, international and diversified team of arbitrators, and accumulated valuable experience, which makes it fully capable and advantageous to handle disputes in the field of science technology and industry for national defence. Secretary General Wang Chengjie, together with leading officers, cut the ribbon for the launching ceremony. Zhang Jiahao, President of China Enterprises Association of Science Technology and Industry for National Defence, moderated the launching ceremony.

The Blue Book on the Rule of Law Construction of National Defense Industry Enterprises in China summarizes the fruitful achievements of each military industrial group in promoting rule of law construction from five aspects: “comprehensive strengthening of learning and implementing Xi Jinping’s thought on rule of law”, “comprehensive improvement in the level of legal governance and compliance operation”, “comprehensive enhancement of the role of support and security guarantee of rule of law”, “comprehensive progress of the construction of the rule of law team” and “comprehensive optimization of rule of law management mechanism”. This is a centralized display of the achievements of rule of law in military industry and a comprehensive summary of the experience of high-quality development, which reflects the importance and demand for quality dispute resolution in science technology and industry for national defence.

In the morning of November 8, 2022, Secretary General Wang Chengjie and the delegation visited Taishan Nuclear Power Plant and met with Zhao Yanming, General Counsel of Taishan Nuclear Power Joint Venture Company Limited, to learn about the operation of Taishan Nuclear Power Plant and the problems and challenges encountered by the nuclear industry.
